Qualification:Master's degree (16 years of education) in Public Policy, Economics, Business Administration, Public Administration, Management, Information Technology, Computer Science, or a related field from an HEC-recognized university/institution. Preference would be given to foreign qualified candidates with proven track record on development projects.Experience:At least 12 years of relevant professional experience, including experience in program/project management, public-sector reforms, digital transformation, technology-enabled initiatives, policy implementation, or organizational management. Previous C-level leadership or experience leading public sector organizations, technology organizations, or large-scale transformation programs will be an advantage.Skills & Competencies:• Multi-team agile delivery management at scale• Portfolio, dependency and risk management• Solid track record of interface with Governments, Public Sector and Foreign institutions.• Stage-gate governance and product-delivery discipline• Data-driven performance management (OKRs, dashboards, stocktakes)• Strong facilitation, capacity building, coaching and executive reporting skillsKey Performance Indicators (KPIs):• On-time delivery of the six pillar roadmaps against agreed milestones.• Pilot-to-production conversion rate across the portfolio.• Quality, regularity and decision-orientation of CM/Secretary AI Wing stocktakes.
